Belarus’ electoral and party system cannot be described as democratic because it lacks free and fair elections. Countries political parties are controlled, and there is a lot of oppression against opposition. In Belarus, the political party system is weak since President Lukashenko and the kind of government built by him happen to be authoritarian in nature. Belarus uses an electoral system that combines majoritarian and proportional representation, but highly controlled by the very corrupt and scary authoritarian regime of President Alexander Lukashenko.
Ukraine is being called a democracy state, even though it faces numerous challenges in a lot of aspects. Elections are free and fair, but corruption, the political division of the country, and elites influences on politics all remain problematic. Civil liberties and political rights are generally respected, even though judicial independence and public confidence in government authority are still problematic. Ukraine is a multi-party system, with a huge number of political parties, although there are alliances and coalitions between the parties. Ukraine applies the mixed-member proportional system, a method combining elements of proportional representation with majoritarian voting.
